Track 2 has another 12 titles of Foxtrots at 18 mpm--very, very slow. Anthony Hurley, former British Professional Ballroom Champion, calls it "ideal for teaching and social dancing." John Morton, head of Westmor Studios in Los Angeles, says it (presumably Track 1) is excellent for teaching.
